හක්මන මහජන පුස්තකාලයීය මාර්ගගත සුචිය වෙත සාදරයෙන් පිළිගනිමු
දකුණු පළාතේ මාතර දිස්ත්‍රික්කයේ පිහිටා ඇති හක්මණ වූ කලී පහතරට තෙත් කලාපීය දේශගුණික තත්ත්වයක් ඇති භූගෝලීය වශයෙන් ශේෂ කදු වැටි, තැනිතලා හා නිම්නයන්ගෙන් ද සුන්දර වැව්වලින් ද සුපෝෂිත අලංකාර ප්‍රදේශයකි. ඈත අතීතයේ සිටම පාරිභෝගික කෘෂි කර්මාන්තයෙන් ද වාණිජ භෝග (සුළු අපනයන) වගාවෙන් ද යුක්ත වූ මේ සශ්‍රීක ප්‍රදේශය හුවමාරු ආර්ථික මධ්‍යස්ථානයක් වශයෙන් ද ප්‍රචලිත ය.
සිංහල යුද ඉතිහාසය හා බැඳුණු ඓතිහාසික ප්‍රදේශයක් වශයෙන් ද එදා මෙදා තුර කෘතහස්ත සාහිත්‍යව්දීන් පිරිසක් ජාතියට දායාද කළ ප්‍රදේශයක් වශයෙන් ද හක්මණ සුප්‍රකට ය. මාතර සාහිත්‍ය යුගය එකලු කළ කරතොට ධම්මාරාම නාහිමි, දෙමටපිටියේ සංඝරක්ඛිත නාහිමි දෙනගම ගුණරතන හිමි (දෙනගම කිවිඳු) වැනි පඬිවරු රැසක් මෙහි ජන්මලාභය ලැබූහ. කොළඹ යුගයේ දෙවන පරපුරට අයත් බැන්ටිස් රණවීර ද පී. එම්. පියසේන ද මෙරට කවි අඹර බැබළ වූ තාරකාවෝ වූහ. වර්තමානය වන විට සුවිශේෂ සාහිත්‍ය මෙහෙවරක යෙදෙන දෙනගම සිරිවර්ධනයන් ද හක්මණ පුරවරයේ ජනිත වූවෙකි. තිලක් සමරසිංහ , ශාන්ති බටගොඩ වැනි ලේඛක ලේඛිකාවන් එම මෙහෙවර ඉදිරියට ගෙන ගිය අතර වත්මන් තරුණ පරපුරේ සාහිත්‍යවේදීන් ලෙස ජීවන් ගමගේ , රජිත නාමසිංහ , නර්මදා රංගොඩගේ , දෙනගම ධම්මික රණවීර නවමු නිර්මාණ දැයට දායාද කරමින් ප්‍රබල මෙහෙවරක් ඉටුකරති. ළමා නිර්මාණකරුවන් බිහිකිරීමට ද ශක්තියක් වෙමින් හක්මණ මහජන පුස්තකාලය අමිල මෙහෙවරක් ඉටුකරයි. සාහිත්‍ය පිළිබද අනාගත බලාපොරොත්තු දල්වමින් මෙම නිර්මාණකරුවන් පුස්තකාලය සමග ද නිරතුරුවම අත්වැල් බැදගෙන සිටීම හක්මණ පුරවරයට මෙන්ම පුස්තකාලයට ද ආශිර්වාදයකි.
මෙවන් අගනාකමින් යුත් පෙදෙසක පිහිටා ඇති හක්මණ මහජන පුස්තකාලය සාහිත්‍යධරයන් බිහි කිරීමට උර දෙමින් ද ළමා නිර්මාණකරුවන් හට ශක්තියක් වෙමින් ද අමිල මෙහෙවරක් ඉටු කරමින් සිටී. හක්මණ මහජන පුස්තකාලයේ ඉතිහාසය 1960 වර්ෂය දක්වා ඈතට දිව යයි. හක්මණ ගම් සභාව විසින් කාමර 02 කින් යුත් කුඩා ගොඩනැගිල්ලක ප්‍රථම වරට පුස්තකාලය ආරම්භ කරන ලදී. ඉනික්බිති ව ක්‍රමයෙන් සංවර්ධනය වෙමින් පැවති පුස්තකාලය අවිචාරවත් පිරිසක් විසින් 1988 දී ගිනි තබා විනාශ කරන ලදී. ඉන් අනතුරු ව නැවත ප්‍රතිසංස්කරණය කොට සේවාවන් රැසක් සමගින් ආරම්භ කළ මෙම පුස්තකාලය 1991 දී හක්මණ ප්‍රාදේශිය සභාව යටතේ ස්ථාපනය කෙරිණි. හක්මණ ප්‍රාදේශිය සභාව විසින් අබලන් ව තිබූ ගොඩනැගිලි ඉවත් කර කාමර 03කින් යුත් නව ගොඩනැගිල්ලක් පුස්තකාලය සඳහා ඉදි කරන ලදී.
එතැන් පටන් අනුක්‍රමයෙන් විකාශනය වූ හක්මණ මහජන පුස්තකාලයේ තීරණාත්මක හැරවුම් ලක්ෂය සිදු වන්නේ 2013 වර්ෂයේ දී ය. හක්මණ නගර මධ්‍යයේ ප්‍රාදේශීය සභා ගොඩනැගිල්ලට සමීප ව නව දෙමහල් ගොඩනැගිල්ලක අවශ්‍ය පහසුකම්වලින් සපිරි ව පුස්තකාලය ස්ථාපිත කිරීම එකල සිදු විණි. මේ නිසා පාඨක ප්‍රජාව වෙත වඩාත් ප්‍රශස්ත සේවාවක් සපයන්නට හක්මණ මහජන පුස්තකාලයට හැකියාව ලැබිණි. 3 වන ශ්‍රේණියේ පැවති හක්මණ මහජන පුස්තකාලය 2 වන ශ්‍රේණිය දක්වා උසස් කිරීම 2020 වර්ෂයේ දී සිදු කෙරිණි. ඒ මහාර්ඝ කාර්යය සඳහා හක්මණ ප්‍රාදේශිය සභාවේ සභාපතිතුමා ඇතුළු මහජන නියෝජිතයන්, නිලධාරීන්, පුස්තකාලයීය කාර්ය මණ්ඩලය මෙන් ම පාඨක සමාජයේ සියලු දෙනා අපරිමිත ව කැප වූහ.
මේ වන විට හක්මණ මහජන පුස්තකාලයේ සාමාජිකයෝ 2800ක් පමණ සිටිති. පුස්තකාලය සතු ව පොත් 11788ට අධික ප්‍රමාණයක් පවතී. ඊට අමතර ව පුවත්පත් හා සඟරා එකතුවක් ද ගීත නාට්‍ය හා සිනමා පට එකතුවක් ද පාඨකයන්ගේ පරිහරණය සඳහා සුරක්ෂිත කොට තිබේ. එපමණක් නො ව නව පුස්තකාලය පුවත්පත් අංශය, පොත් බැහැර දීමේ අංශය, ළමා අංශය, අධ්‍යයන අංශය, විමර්ශන අංශය, පොත් බැදුම් අංශය, ශ්‍රව්‍ය දෘශ්‍ය හා පරිගණක අංශය, පුස්තකාලයීය සම්මන්ත්‍රණ ශාලාව, සඟරා අංශය, එළිමහන් කියවීමේ අවකාශය, දරුවන් සඳහා සෙල්ලම් මිදුල, ආපණ ශාලාව, ජංගම පුස්තකාල අංශය යන අංශවලින් ද සමන්විත වෙයි. මේ නිසා ගුණාත්මක භාවයෙන් යුත් පුස්තකාල සේවා අත්දැකීමක් ලබා ගැනීමට පාඨක ප්‍රජාවට අවස්ථාව ලැබී ඇත.
හක්මණ පුස්තකාලයේ සංවර්ධනය උදෙසා පුස්තකාල උපදේශන කමිටුවත් පාඨක සමාජයත් සහාය වෙති. පාඨක ප්‍රජාව සඳහාත් ප්‍රදේශයේ බාල, තරුණ, වැඩිහිටි සැමගේ සංස්කෘතික ජීවිතය අර්ථවත් කිරීම සඳහාත් අනාගත දරු පරපුරේ කියවීමේ රුචිය වැඩිවර්ධනය කිරීම සඳහාත් විවිධ වූ නව වැඩසටහන් නිරතුරු ව සංවිධානය කෙරේ. කියවීමේ මාසය වෙනුවෙන් සාහිත්‍ය නිර්මාණ තරගාවලි හා සම්මාන ප්‍රදානෝත්සව, ගී රසවින්දන වැඩසටහන්, සාහිත්‍ය නිර්මාණකරණය පිළිබද වැඩමුළු, වේදිකා නාට්‍ය ප්‍රදර්ශන, කතන්දර පැය වැඩසටහන්, ජංගම පුස්තකාලයීය වැඩසටහන්, පාඨක නිර්මාණ ඇගයීම් වැඩසටහන්, පොත් කියවීමේ හා විචාර වැඩසටහන්, විද්වත් සංවාද වැඩසටහන්, කුඩා දරුවන් සඳහා චිත්‍ර තරගාවලි, සාහිත්‍ය නිර්මාණකරණය හා රසවින්දනය පිළිබඳ දේශන, පොත් එළිදැක්වීමේ උත්සව ආදි වැඩසටහන් වසර ගණනක් පුරා සංවිධානය කරනු ලැබේ.
උක්ත වැඩසටහන්වල සම්පත්දායකයන් ලෙස ප්‍රවිණ විද්වතුන්, සාහිත්‍යවේදීන්, මෙන් ම කලාකරුවෝ ද සම්බන්ධ වෙති. ඒ අතරින් කිවියර ආචාර්ය රත්න ශ්‍රී විජේසිංහ, සාහිත්‍යවේදි මහින්ද ප්‍රසාද් මස්ඉඹුල, මාධ්‍යවේදි වික්ටර් අයිවන්, සාහිත්‍යවේදි චූලානන්ද සමරනායක, ගීත රචක රවී සිරිවර්ධන, සාහිත්‍යවේදී අනුරසිරි හෙට්ටිගේ, කිවිවර ජීවන් ගමගේ, සාහිත්‍යවේදි භද්‍රජි මහින්ද ජයතිලක, සාහිත්‍යවේදි තිඹිරියාගම බණ්ඩාර, විශ්‍රාමික නිල්වලා විද්‍යාපීඨයේ කථිකාචාර්ය ශාන්ති බටගොඩ ආදි මහත්ම මහත්මීහු නිරතුරු ව ම පුස්තකාලය හා සම්බන්ධතා පවත්වමින් ශක්තිය ධෛර්ය සපයති.
1960 සිට වසර 62ක් පමණ කාලයක් තිස්සේ හක්මණ ප්‍රදේශයේ පාඨක ප්‍රජාවට යහපත් පුස්තකාලයීය සේවා ලබා දීම සඳහා සහයෝගය ලබා දුන් පිරිස බොහෝ වෙති. ඒ අතරින් පුස්තකාලය ආරම්භ කරන කාලයේ සිටි හක්මණ ගම් සභාවේ මහජන නියෝජිතයන් මෙන් ම වර්තමාන ප්‍රදේශීය සභාවේ සභාපති අනුරාධ ප්‍රේමරත්න මහතා ප්‍රමුඛ මන්ත්‍රී මණ්ඩලය විශේෂ ය. පුස්තකාලයේ ගුණාත්මක සංවර්ධනයක් උදෙසා ජනාධිපති ලේකම් ගාමිණී සේදර සෙනරත් මහතා, ජාතික පුස්තකාලයේ අධ්‍යක්ෂ ජනරාල් ඩබ්ලිව්. සුනිල් මහතා, මාතර සහකාර පළාත් පාලන කොමසාරිස්තුමා, මාතර දිස්ත්‍රික් ප්‍රජා සංවර්ධන නිලධාරීතුමා, විමර්ශන සේවා නිලධාරීතුමිය, හක්මණ ප්‍රදේශීය සභාවේ ලේකම්තුමා, හක්මණ ප්‍රදේශීය සභාවේ ප්‍රජා සංවර්ධන නිලධාරීතුමා මහත් පරිශ්‍රමයෙන් කටයුතු කරති. එමෙන් ම හක්මණ පුස්තකාලයේ ප්‍රගමනය උදෙසා මෙතෙක් සේවයේ නියුතු ව සිටි පුස්තකාලයාධිපතිවරුන් හා කාර්ය මණ්ඩල ද සුවිශේෂ කාර්යභාරයයක් සිදු කළහ.
2021 වර්ෂයේ දී ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ සංයෝජිත ආයතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය එක් ව ක්‍රියාත්මක කළ පුස්තකාල ඩිජිටල්කරණ ව්‍යාපෘතිය සඳහා හක්මණ මහජන පුස්තකාලය තෝරා ගන්නා ලදී. පූර්ණ පුස්තකාල ස්වයංක්‍රියකරන පද්ධතියක් ද නවීන තාක්ෂණික මෙවලම් හා සේවාවන් රැසක් ඒ යටතේ ස්ථාපිත කෙරිණි. ඒ අනුව තාක්ෂණයෙන් සපිරි නූතන පුස්තකාල සේවාවක් අත්විඳීමට හක්මණ පාඨක ප්‍රජාවට අවස්ථාව උදා වී ඇත.
Hakmana which is situated in the Matara district of the Southern Province is an area with a lowland wet zone climate. Geographically it is rich with mountain ranges, valleys and eye-catching lakes. From ancient times, this area is a popular exchange economical centre for agriculture and commercial crops.
Historically this area is famous as a place which produced great literarists to the nation. Karathota Dhammarama Thero who illuminated the literary era of Matara, Dematapitiye Sangharakkhitha thero and Denagama Gunarathana thero were some great personalities who were born in this area. Bentis Ranaweera who belongs to the second generation of the Colombo era, and P.M.Piyasena were the great poets who belong to the history of this area. Denagama Siriwardhana who does a great service to the literature was also born in Hakmana. The writers, Thilak Samarasingha and Shanthi Batagoda contributed to carrying this service to the future. Jeewan Gamage , Rajitha Namasingha, Narmada Rangodage and Denagama Dammika Ranaweera are doing a fantastic service to the nation contributing innovative creations as the literarists of the younger generation. Hakmana Public library does a fabulous service-producing child creators. As a blessing to the Hakmana area and the public library, these creative people are in close contact with the public library creating better hopes for the future of Literature.
The Public Library which is situated in this valuable area is doing an immense service to produce literarists of young and old generations. The history of Hakmana Public Library goes up to the year 1960. This was first started at a small building of Gamasabhawa which had only two small rooms. When it was developing, some vandals destroyed it, putting fire in 1988. It was re-established in 1991 under the Pradeshiya Sabha of Hakmana with more services. A new building with 03 rooms was constructed for the library by the Pradeshiya Sabha.
The most crucial turning point for Hakmana Public Library was in 2013. The Library was established in a new two-storeyed building with necessary facilities in the centre of Hakmana town. Therefore the library could supply better service for the readers. The library of the 3 rd grade was promoted to a library of a 2 nd grade in 2020. This was done by the utmost dedication of the chairman of the pradeshiya sabha, public representatives, officers the staff of the library and the members of the reading society.
The library counselling committee and the readers’ society assist the development of the Hakmana Public Library. Various innovative programmes are organized to improve the reading ability of the younger generation and to give a meaning to the cultural life of young and old, generations of the area.
To celebrate the reading month, Literary competitions, awarding ceremonies, programmes for appreciating songs, workshops for literary creations, stage dramas, programmes of storytelling, mobile library programmes, programmes for evaluating readers, reading and critical programmes, discussions of scholars , drawing competitions for little children, seminars for appreciating literature and occasion for introducing new books were conducted for the past years.
The distinguished scholars, literarists as well as artists join for the above programmes as resource personalities. Among them, are the poet Dr.Rathnath Sri Wijesingha , the literarist Mahinda Prasad masimbula , Journalist Victor Iven , Literarist Choolananda samaranayaka , Liricist Ravee jayawardhana , Literarist Anurasiri Hettige , Poet Jeeven Gamage , Literarist Bhadraji Mahinda Jayathilaka , Literarist thimbiriyagama Bandara and the retired lecturer of the Nilwala college of education, Mrs. Shanthi Batagoda always provide tremendous strength and a courage for the library.
During the past 62 years from 1960, a lot of people contributed to supplying better library opportunities for the readers. Among them are the former public representatives of the Gamsabha, and the present chairman of the pradeshiya sabha ,Mr.Anuradha Premarathna and his staff can be considered unique. The Presidential Secretary Mr.Gamini Sedara Senarath, the director-general of the national library Mr.W.Sunil ,the assistant a provincial commissioner of Matara, community development officer of Matara. The secretary of the Hakmana Pradeshiya Sabha and the community development officer of Hakmana Pradeshiya Sabha give their fullest support to improve the qualitative development of the library. Furthermore, the librarians who served the library and their staff of them did a tremendous duty to the library.
In 2021, The Digital Libraries Project was implemented at this public library by the Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country. Presently the library is fully equipped with modern electronic devices to provide digital library services to the public. Users can easily search, find, locate and hold required books through this Online Public Access Catalogue.
